Nowadays no hostel restricts cell phones and this allows you of carrying mobile phones as it is an important and basic necessity in today's time. You can carry and use mobile phones inside the hostel. Many students come from far off places and mobile phone is the only way they can contact with their parents. No one can deny you for using or carrying your mobile inside the hostel.
