There is lot of scope after Diploma in chemical eng. You can always opt for job in both private and public sector  such as metallurgy industries, food industry,DRDO, Oil refiners and many more.Of course payscale would be low initally but after some time you will be getting good wagers.

My suggestion would be go for a degree if you have stable financial condition that will boost your resume and in the intial stages you will be getting jobs of higher paycheck.
But in either way scope of diploma in chemical engineering has better chances of jobs
