As you have not stated i am guessing you are talking about admission in engineering after diploma. So for admission in second year colleges accept applications for admissions and select the candidate according to marks . There are some amount for seats reserved for lateral entry. You can apply for theae seats.

Yes  in most of the colleges there is a facility of Lateral entry so you can get a migration certificate from the previous university and get it submitted to your new college and all done.
