4 @ 9 # 3 = –2; 11 # 2 @ 6 = 7

To solve the given equation, replace all occurrences of @ with – and # with +, and then solve the resulting equation.
Like, 4 @ 9 # 3 = – 2; 4 – 9 + 3 = –2
11 # 2 @ 6 = 7; 11 + 2 – 6 = 7
Similarly, for 14 @ 3 # 7; 14 – 3 + 7 = 18

Hence, the second option is correct.
