Solution : As per the given graph:
The number of students admitted in the year 2002 = 8 thousand
The total number of students who passed out in the years 2003 and 2004 = (9 + 9) = 18 thousand
Number of given years = 2
The average of the number of students passed out in the years 2003 and 2004 = $\frac{18}{2}$ = 9 thousand
Required ratio = $\frac{\text{The number of students admitted in the year 2002}}{\text{The average of the number of students passed out in the years 2003 and 2004}}$
Required ratio = $8:9$
Hence, the correct answer is $8:9$.
