College opening of different semesters/years depends upon the particular college and it is decided by the authorities itself. Generally the college starts a bit late for Freshers, 1st semester as they join late after the whole result and admission process, whereas students of 2nd, 3rd and 4th year start their college session a bit earlier because they have already been in the college and have a bit more syllabus to cover within a limited time period.
