You said you haven't got a seat even in 2nd counseling and you are saying if seat is allowed whether you should report in college or not right?

If you haven't got a seat in college there's no need to report.seats will be allotted considering caste and percentage.Apply in 2nd class colleges if you have less percentage.

If your seat is alloted,then you should definitely report in college with particular documents,or else you will loose seat.
