sorry you cannot go into telengana seats with andhra pradesh critiria...as per the declaration of governments of andhra pradesh and telangana only the candidate can occuqy seats in their respective states only....another treat to your decision is that only 15% seats are available for the other state candidates that too happens only if you get qualified in their local exam only...hencce no chances
