Hi, there is no compulsion whatsoever on which college should be put up first in the list. If you have received a college or university that you wish to go to then you should. If you wish to wait  for another round of counselling you can. It does not matter if it is a deemed college or a government college. If you still have doubts feel free to comment. Hope this helps.
