No you do not have to pay the hostel fees if you are not residing at the hostel. The hostel fees are separate from the tuition fees and are only charged if you choose to stay in the hostel. You can pay the tuition fees and other necessary fees at the time of admission and then later pay for the hostel if you decide to stay there. It will be better if you contact with the hostel authorities because every hostel have different policies, so it's better to cross check.
