Good morning Shivam!!
As far as eligibility for Upsc is concerned, you can have any degree from open university also.
It doesn't matter for Upsc in which college or which stream or which in subject you do your degree.
All The eligibility requires is a degree from any recognised University or college.
So if you join regular college, the attendance would be determined by the college or university itself like minimum 75% or 60% attendance out of all the working days. This percentage would be determined by the university or college itself.
While coming to open universities, you needn't attend classes daily.but you should be visiting few classes and labs which are very few days when compared to the regular college or university.
All the best Shivam!!
