No, you don't need to qualify NEET exams to appear in AIIMS .These are two different exams as AIIMS exam is conducted separately for admission in AIIMS colleges for MBBS whereas NEET exam is conducted for admission in both government and private colleges for MBBS ,BDS,BAMS,BHMS.

So if you're interested in joining AIIMS you should appear for AIIMS exam .

Admission into AIIMS is done via the entrance test conducted by AIIMS, Delhi. This is the only mode of admission into AIIMS. Candidates have to clear no other entrance test to qualify for AIIMS.

NEET UG is for admission into all the medical colleges across India except for JIPMER and AIIMS. These two institutions are autonomous and they hold their own entrance tests for admission. 

So you don't have to qualify NEET to appear in AIIMS.
