Generally spot round is for the government addied institute for vacant seats but if any private college want to participate in spot they can. This is just depend on the vacant seats and for private college there is another option to fill there vacant seats is management quota. So it just depend on the private college.

yes, those colleges which participate in UPSEE counselling has to follow all the rules and regulations which comes under the guidline provided by UPSEE authorities. That is why all private colleges which comes under UPSEE participate in spot roud of upsee
