If you are asking about to fill the application of NEET 2019, then, there's really no opportunity to fill the form again and even you cannot correct the application form, if you have filled, as even that has been closed.

If you want to fill NEET 2020 Application form, then YES you can fill the form and appear for the exam.

You can join colleges through managment quota or else some other exams which get you admission to the medical colleges.
