There is nothing such a donation after 12th.  You will get admission through counselling or on the basis of merit. Both are legal and merit based process.

if you take direct admission then donation may come into picture.

as mentioned college names, if you go through counselling process then there is no such provision. Your counselling fee will get transferred to your college after you accept the college option.

In the admission process, you have to pay 50% of the fee structure for 1st year in terms of surety that you are taking admission into the college. it will your regular degree fees.
