For JAC Delhi your OBC Certificate must be issued by the Delhi Government. So, you won't be able to get admission if you provide central OBC certificate. But, if you are from Delhi and have a central OBC certificate then you can also make an OBC Certificate for Delhi based on the certificate owned by you from Central list and after that you can apply for admission.
