Yes, but sometimes not.it depends on the different-2 factors like level of difficult questions, numbers of students etc.

but in major cases, the cutoff is low when the paper level is difficult.

Since the ranks and percentiles are relative, it depnds on how everyone else performs in the exam. If the paper is difficult, most people do poorly hence cutoffs also drop.
