No,Syllabus doesnot change with year.I have gone through GATE syllabus for 2017,2018 and 2019 for ECE there is no change in syllabus.Go to the below link for gate 2019 syllabus.The syllabus is same as from 1987.As the gate preparation books are coming with questions from 1987 to last year.
