Does Stray Vacancy round happen on first come first served basis or merit basis in Dr, DYP Demmed Uni, Kolhapur for MBBS?

Hi . In all the rounds of counselling, the seat's are allotted on the basis of merit rank and marks obtained in NEET. First come firstserve does not apply to NEET. But obviously if you are marked absent due to any reason you will lose the chance to the next candidate.
