City has nothing to do with the preparation. Delhi js considered as the hub as there are many like minded people doing the same thing that is preparing for the same exam and headed in the same direction. It depends on person to person, if he wants to prepare alone or with a group of people. If you can find the environment of your choice where you are residing then it's well and good. If you want to come to Delhi and prepare then also it's fine and certainly have some extra edge if you're determined enough.
