Domicile certificate is a legal document that is required to prove the residency in a particular State. For admission under 85%  state quota seats or for 15% AIQ seats, this document is important. As you have mentioned that your father is a resident of Goa + you've been studying in Goa for almost 8+ years, you are eligible for the Goa domicile and also for admission in the medical college under state quota seats.
