Well when you are offered a seat in any of the rounds of JOSAA only then you have to pay the seat acceptance fee of Rs 35000 and report to the reporting centre with a proof of payment receipt.

So suppose you get a seat for the first time in round 3 then you pay the fees at that time and then in the subsequent rounds you don't have to pay any fees until you finally reach your college to take admission.
