Hello, The certificate has to be valid at the time of document verification ,Hence you cannot apply with the 2019-2020 valid certificate. You can apply for the Andhra Pradesh state EWS certificate through this site https://onlineap.meeseva.gov.in/CitizenPortal/UserInterface/Citizen/Home.aspx

The documents required are

• Grade sheets
• Certificate issued by two different gazette officers.
• Ration Card
• Voter ID
• Non-judicial paper declaration of Rs.10/-, as per the Government Order (G.O.) 1551 and Income Tax return payslip (if any)
• Residential proof
• Passport-sized photograph
• Duly completed application form with a court stamp fee of Rs.2/-
