According to your marks in Mains it seems that your AIR would be nearly 20-25k.In this rank range you can get some good nits like MNNIT,NIT ROURKELA but there is no guarantee that you would get you choiced stream in these colleges.So these colleges should be chosen only if you are giving more preference to College ranking.
If Stream is your preference then NITs best for would be NIT Jamshedpur, Hamirpur,Kurukshetra,Bhopal,Jaipur etc etc.In these colleges you would get your streams for sure.
If you are interested in Information Technology streams then you can also try for IIITs(INDIAN INSTITUTE OF INFORMATION TECHNOLOGY) like IIIT Chitoor,KOTA,Pune,Trichi etc etc.

Cutoff mark cannot be predicted exactly because it depends upon various factors. Score varies almost every year and differs from one branch to another.It may be vary depending on question paper and cutoff rank. And of course, you will get some advantage for being home state quota and of yours category.

you'll be somewhere around 22-35k AIR.
Available choice in NITs/IIITs will be
1. NIT Kurukshetra (CE)
2. NIT Silchar/Agartala/Sikkim/Manipur and SHIT NITs (EE,CE,ME)
3. IIIT Gwalior (integrated courses)
these will be the best available options for you at that rank.
But try to get more marks as this marks range comes in danger zone.
