I'm sorry to say that your percentile score is too low. Even with the category reservation, your percentile is nowhere near good enough to get into an NIT. Even candidates who have 85 percentile finds it very difficult to get into any NITs.

My raw mark is 97. Is it gonna be based on percentiles or?

It's based on ranks. Even for ST category, you need atleast a 5 digit rank

Sorry, but competition is really tough and there are not enough seats too. Last year's closing rank for NIT Manipur was 32217 for electronics and communication engineering. That is the only seat that  you could get even though you are having a 5 digit category rank. It's really not a good situation. How many lakh students are attempted JEE Mains every year, and that too for a handful of seats.
