From the students who have faced this issue they mentioned that central certificate obc ncl issued by NCT of delhi will do provided your caste is listed in the Delhi obc list they have during counselling. If its not listed it won't work and you will have to make Delhi state certificate of your caste if they give time or change your category to general category.
