For CSE at NIT warangal,you need minimum of 99.5 percentile even considering your category.
For CSE at NIT Rourkela,you need minimum of 99.3 percentile if belonging to other state,if belonging to home state,then you can definitely get CSE at NIT-Rourkela considering obc-home state quota.
