Yes outside Maharashtra students can also apply for graduation courses for Mumbai university.
The University of Mumbai will release the Mumbai university 2019 eligibility criteria for the admission of Bsc program.

The common eligibility criteria of Mumbai university 2019 prescribed for different programs offered is that the candidates must have completed their class 1w qualifying examination or equivalent from a recognized board or university.

For Bsc programme:

candidates must complete higher secondary school certificate exam or class 12 conducted by Maharashtra state board of secondary and higher secondary education in following subjects,
* English (higher or lower level)
* Any one of the modern Indian languages or modern foreign languages or modern classical language (higher or lower)  or informative technology.
And 4 other subjects from the below carrying total of 400 marks.

In other words,  candidate must have studied 3 other subjects from the subjects mentioned below carrying a total of 300 marks and one subject from the above optional subjects carrying 100 marks as per prescribed for class 12 examination
* Physics
* Chemistry
* Biology
* Mathematics and statistics
* Economics
* Geography
* Geology
* Psychology

The eligibility criteria for taking admission in MU is that the candidate must complete higher secondary school certificate examination ( Class XII) conducted by the Maharashtra state board of secondary and higher secondary education.

If you are from Maharashtra board only than you can apply for B.Sc.
