Glad to inform you that a rank of 2173 is pretty well and having OBC quota will further benefit you. With such a good rank and considering the cutoffs you can surely secure a seat in any of the NIT's for pursuing your B.arch, you need to have a rank under 2500 to secure a seat in NIT's which you have. To secure a seat in any good IIT you need to have a rank under 1000 so I find it difficult for you to secure a seat in IIT so I might suggest you to go for NIT's as they are also elite and reputed colleges and you have a fair chance of securing a seat there.
