You have not specified in which field you are interested. So it's kind of difficult to state about every course. Although the top university or college offering admission on the basis of your 12 th board marks is

University of Delhi

Ferguson College, Pune University.

These two are good and admission to these universities are done via cut offs released by the university itself.
