Birla Institute of Technology( BITS), you have to write BITSAT exam
.
Netaji Subash Institute of Technology,Delhi-NSIT test

Maharashtra Institute of Technology-MAH-CET exam

Anna University -TNEA exam

Manipal Institute of Technology-Mu-OET exam

VIT, Vellore- VIT entrance exam

BMS College of Engineering-Minimum of 50% marks in 10+2

Note that this Institutes also value JEE score, but you can get admitted through thier own entrance exams or other eligibilities required.

There are no government colleges as such but there are some good colleges that offer admission for B.tech without JEE score.Some of them are given below but also do keep in mind that either they conduct their own entrance exam or any other state CET exam.
