     Yes is scholarship for Btech candidates. EPASS scholarship is there for OBC, SC, ST candidates & top scorers also given scholarship by the chairman of the college. 

Generally scholarships are given on the basis of your performance in board exams or entrance exam of the college (if any), If you have an exceptionally high board percentile or if you're among top 3 rankers in the entrance exam then you might have given some consession in your fee as scholarship but note that this isn't compulsory some college's may not implement this. You can directly contact to college for any enquiry regarding fees or scholarship.
