There is no problem for you to give neet 2020 if you are willing to give and you want to get a government medical college seat instead of what you are having right now. So don't worry you can give exam and you can also get your certificates back if required. When you will submit your withdrawal application in the university then they will give you your certificates back.  So don't worry prepare for NEET 2020. I hope this was helpful

Yes you can write NEET next year without any problem since there is no upper age limit in NEET write now. Now, regarding your certificates, usually colleges give certificates only after completion of course or when you leave the college. So once you leave the college your certificate should be given, it might take time also.
