Whether you will get admission in the government college or not depend on many factors like -

College or institutions- in some college the cutoff are very high every year while in some college for the same course the cutoff may be low.

Course - for some courses the cutoff will be low and for some it may be high.

Category - the cutoff for open category ramains high usually as compare to other reserved categories.

Mode of admission - Some courses takes admission on the basis of entrance test only. In such colleges you can get admission easily by scoring good in entrance exam.

As to get admission in any college you gave to give some entrance exam and each entrance exam has different eligibilty criteria .
