Hello Aspirant,

There is no decision taken on this topic by the date but as per UGC, first and second year students can be promoted without exams but final year students have to give exams in any way either online or offline which is suitable for conducting authority.

UGC have guided colleges about not to pass final year students without exams.

Many states like Delhi government took decision that they will pass students but now UGC again said that you can't pass without final term exams so for final year students exam will definitely happen as colleges have to follow UGC guidelines at any cost.
