I want to inform you that no you cannot do that until and unless you are from SC and ST reservation category and choose to opt college through state counselling. Some other options are also available where fees are almost nothing like in IIT's and NIT's but for that you have to score a decent marks and percentile should be around 99.

Fees for iit is around 10k to 20k per annum and same or little higher for nit's.

But after this also you have to pay the mess and hostel charges but if you have college near to your house you can save that amount also.
