The signature and official seal/ stamp of the District Magistrate or Deputy Commissioner on documents issued by them or attested by them such as your caste certificate which is the OBC- NCL certificate in your case proves the authenticity of your caste certificate and also the government accreditation of it. 

You can get your OBC-NCL certificate issued from the District Magistrate's office in your respective district.
