As your query is you want to know whether your income certificate is necessary if the overall income of your parents is more than 8 Lacks p.a .

Here I would like to tell you that , income certificate is mandatory for those students who belong to bellow poverty line or the overall salary of there family is less than 3 Lacks p.a so that they can get scholarship on the fee amount. 

As per your issue is concerned, you may be not allowed to provide the income certificate but that all depends on the authorities or the management.

Since you have not mentioned any particular college or competitive examination or counseling I will write about the general scenario.

Income certificate is submitted by those students who want and can avail benefit under the scheme for students whose parental income is below a certain amount. Others need not submit it.
