Allen, Both Migration and Domicile certificates are different. A migration certificate is issued by your Current College/Institution after completing the respective course. This is a proof that you have completed the required studies for which you have joined the College/Institution. A domicile certificate is a document of proof that you belong to a certain State and can enjoy its State Quota.
