Hello, Is Transfer certificate and migration certificate one and the same or are they two different certificates. And are they issued by the college office administration. Please assist.

the transfer certificate and migration certificate are not the one certificate. they are two different certificate and they are issued by the college office administration. transfer certificate can be applicable for admission higher studies in same region or state, if you are going to other states for higher studies then you will require migration certificate.
