You will need your CCM and PC certificates, these are needed during counselling. These certificates are not given until you have passed all the subjects in your B.Tech as you still have a backlog you will not get those certificates. So you will not be able to apply for counselling, If you have cleared your backlog then you can go and take your required certificates form the college and participate in the counselling. If you haven't then you need to give PGECET again next year.
