The closing rank for Govt medical colleges in Jharkhand for NEET 2017 for UR category under state quota were
Patlipura Medical College AIR15,716(marks 532)

Rajendra Institute of Medical Sciences, AIR 9,319(Marks 558)

Mahatma Gandhi Memorial Medical College and Hospital, Jamshedpur. AIR 13,755(Marks 539)

So it seems like you have negligible chance.
