Let me tell you that domicile is determined by the address on your aadhar card. The place where you are born in doesn't matter, but just the permanent residence of a student.

Moreover, there is no relatiom with the birth place of father too. As your son has been brought up and born in Delhi, he must be having Delhi's address in his aadhar card. Hence, he has a domicile in Delhi not in J&K.
