10th marks aren't considered while applying or being selected for sub inspector.
Even if you are a compartmental student,you are allowed for applying.
.
Here is the eligibility criteria for being sub inspector:

• Candidate need to have a degree in any recognised institute with minimum 50%.
• Candidate need be above 21 yrs of age.

These are the minimum qualifications you should have for being selected.
