You are asking about neet eligibility in HSC board so it is combined marks of both theory and practicals. When results will be out , you will be given combined marks not separately, you can not find out how much marks you got in theory and how much in practicals.

Suppose you are getting 60 marks in physics, 60 marks in chemistry and 60 marks in biology. This will be score of theory + practicals. So according to these marks  you will get 60% in PCB . Similarly if one gets 50- 50 marks in each 3 subjects then his PCB % will be 50% which is the minimum score for eligibility for board marks.
