It is not too specific about signing either with black pen or blue pen.

They ask you to fill with black pen oly because,scanning becomes easier for them while uploading your application form details.

It is good to sign with a black pen but not too necessarily manfatory that you sign with a black pen.

You can sign also with a blue pen.

So don't worry.
