If you belong to general category you must have 89 percentile whereas for EWS 78 , OBC 74 and 54 for SC/ST. If your percentile is lesser then required in your particular category . Then you will not be able to sign up for JoSSA Counselling further. Still some colleges/university provide admission through your JEE Mains percentile score.

This year JEE Mains cutoff for general category candidate is 89.75 percentile. You need to have this percentile in order to appear for JOSAA counselling. But since you have scored only 87 percentile, so you didn't cleared the cutoff and hence isn't eligible for JOSAA.

Hey participation in JOSAA counselling is based on your eligibility and for being eligible for JoSAA counselling 2019 you need to ckear JEE Mains 2019 cutoff which was 89 percentile for general category. If you have cleared JEE Mains cutoff then you can definitely apply for JoSAA counselling.
