Hi,
Usually if you are from any particular University your own University allows you to to go on to the third year. They permit you to fill the form for the 3rd year and clear the backlog over the following year. but again this depends from University to University. So in my opinion I would advise you to ask the University itself and cleared out as soon as possible.
