Yes , after 12th RIOS i. e rural institute of Open Schooling you are eligible for NEET 2021 examination .
This is because,
As of now students of all recognised open boards are eligible for Neet examination and RIOS is a recognised open board so there will be no problem. You can check its recognition at its official website for which link is given below

So, after 12th from RIOS , you are eligible for Neet 2021 examination provided you must have passed it with physics, chemistry ,biology/biotechnology and English and must have got:-
Begin a career in Medical and Allied Sciences. Admissions Open for
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to st/Obc/ Sc
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
Also,
* to be eligible for neet 2021 one has to be at least 17 years old or more by 31st December 2021
* There is no upper age limit for Neet 2021
* There's no limit for the maximum number of attempts/times one can appear in NEET.

Coming to UPSC
there will be no problem if you do 12th from RIOS even if you want to appear for UPSC, but for UPSC you will have to do graduation as RIOS doesn't offer graduation. For UPSC you can do graduation in any discipline, you can even it from Open Universities, just make sure that it is recognised one like IGNOU etc.
For reference, UPSC eligibility criteria is provided below:-
*You must have a bachelor's degree in any, discipline from a recognised university.
*Minimum age limit :- you need to be at least 21 years old to be eligible as on 1st of August of the year of filling the form i. e as on 1st August 2021 for UPSC 2021.
*Maximum age limit :- 32 years , also there's 3 year relaxation on upper age limit for obc and of 5 years for sc/st category.
