If you are able to download the admit card and all the details are correctly printed in it, then yes you application status is complete and you are eligible for the exam. I beliee there are some server issues as many candidates are facing problem with the admit card.

Heyyy Aman....

If you got you admit card and have your registration number allotted to you in the admit card , then you can say that your application is successfully submitted. Else it's due to some kind of technical problem.
